In order to implement the plan of the CPC Central Committee and the State Council to build an "upgraded version of dual creation and support the establishment of a synergistic mechanism among demonstration bases of dual creation", and to promote integration and synergistic development, the Yangtze River Delta Dual Creation Demonstration Base Alliance (YRDCDBAA) has proposed a common exchange voucher. The Yangtze River Delta Alliance of Dual Innovation Demonstration Bases (YRDDA) has proposed an exploration of universal exchange of dual-venture vouchers, with the aim of enhancing the mobility of scientific and technological resources, expanding the scope of radiation of innovative achievements, supporting enterprises in procuring cross-regional scientific and technological services, and improving cross-regional collaboration and innovation through universal exchange of dual-venture vouchers.

On November 15, the Alliance of Yangtze River Delta Dual Innovation Demonstration Bases (Shanghai Yangpu District, Jiangsu Changzhou Wujin District, Jiangsu Province, Zhejiang Jiaxing Nanhu District, and Anhui Hefei High-tech Industrial Development Zone) signed the "Cooperation Framework Agreement on General Exchange of Dual Innovation Vouchers of the Alliance of Yangtze River Delta Dual Innovation Demonstration Bases" in Shanghai.

With the goal of "innovation and entrepreneurship, complementary resources, shared services and mutual benefit", the four places are jointly conducting pilot projects on the universal exchange of dual-venture vouchers, and exploring the dual-venture voucher exchange model of the Yangtze River Delta Dual-venture Demonstration Base Alliance.

According to the cooperation agreement, the universal exchange of dual-venture vouchers will be carried out based on the following eight elements: unified policy, unified content, mutual recognition of institutions, unified platform, unified coupon denomination, unified quota, unified ratio and unified fund exchange. The Eastern National Technology Transfer Center, a market-based organization, will be entrusted with the operation and management of the vouchers. The first batch of mutually recognized service providers will be recommended by the four regions in accordance with unified criteria, from which 100 high-quality service providers will be selected to provide services in such areas as intellectual property rights, technology research and development, inspection and testing, technology transfer, science and technology finance, personnel training, innovation and entrepreneurship, with the service contract, payment vouchers and service achievements serving as the basis for payment.

The signing of the cooperation agreement is another important measure for the integrated development of the Yangtze River Delta and builds a deeper cooperation platform for innovation and development among the four regions. The four regions have indicated that they will deepen their cooperation in the areas of institutional innovation, resource sharing and supply-demand matching. Firstly, they will regularly select service providers to participate in the cooperation on dual-venture vouchers, strengthen the exchange and matchmaking, and provide high-quality services. Secondly, we will continue to strengthen the cooperation and exchange, jointly promote the further development of the voucher cooperation, and make full use of the resources of the four regions to serve the innovative development of enterprises. The third is to take this opportunity to form a replicable cooperation model, further promote the open sharing of scientific and technological resources in the Yangtze River Delta, create a favourable environment for innovation and entrepreneurship, and continuously promote the construction of the Yangtze River Delta Regional Collaborative Innovation Community.
