A "Date" from Afar: Kunshan-Shanghai STI Voucher Evaluation Workshop

On November 1, 2019, in the multimedia conference room at the Shanghai-Kunming Science and Innovation Center, attendees were filled with anticipation - they knew that the eastern center had taken a big step forward in the operation of innovation vouchers and the exploration of the universal same-cash model.

The expert evaluation of the innovation voucher is an important part of the review of the innovation voucher program. Each voucher application has to be evaluated and scored by three experts to determine the proposed amount of the voucher.

The original expert evaluation required experts, companies, and organizations to come offline for face-to-face defense, questions, and discussions. However, the office addresses of the enterprises of the Kunshan-Shanghai Science and Technology Innovation Voucher are all located in Kunshan, and from the perspective of transportation, the traditional offline assessment cannot meet the new model of universal redemption. With the support of the Science and Technology Bureau of Kunshan City and the joint efforts of the Eastern Center and the Kunshan Institute of Industry and Technology, the Shanghai-Kunshan Science and Technology Innovation Center finally adopted a remote video conferencing system to solve the problem of off-site evaluation.

Li Li, CTO of the East Center, said that this conference was the first show of the Kunshan-Shanghai Science and Technology Innovation Voucher assessment (remote video mode), and also an exploration of the informationization and intelligence of the Kunshan-Shanghai Science and Technology Innovation Voucher assessment.

With this remote video evaluation system, enterprises in Kunshan and experts in Shanghai can communicate with each other face-to-face through a big screen in a different location, truly realizing the Shanghai-Kunming connection, which has far-reaching significance for the expansion of the innovation voucher policy in the Yangtze River Delta region and the improvement of the universal home-cash model.

The experts who participated in the evaluation were Zhiyuan Zhao, Executive Director of the All-China Patent Agents Association, Yu Hong, President of Shanghai Baosteel Design Institute, Gu Xiaojun, CEO of Shanghai Zhifali, and Li Li, CTO of the Eastern National Technology Transfer Center, who hosted the evaluation meeting.

Li Li gave a speech first, saying that Kunshan's development is now in a benchmark position, but it has not stagnated. This is not only a technical innovation, but also a reflection on the Kunshan model of innovation vouchers.

The evaluation session then began, with a total of 10 projects participating in the evaluation session. Each project had 30 minutes of evaluation time, including the enterprise's profile, demand generation background, demand details, expected goals, etc.; the organization's profile, team composition, service solutions, service cycle, service reports, deliverables, expected results, etc.; and three parts of interactive questions from experts.

Chih-Yuan Chao's comments on the project were blistering, especially in the area of IPR commentary, where companies and organizations often felt a bit of pressure from Mr. Chao's questions.

Professor Yu tiger's analysis is well organized, often capturing project gaps and pain points, and then helping companies and organizations to better understand the logic of the project completion process.

Mr. Gu is very knowledgeable about the cutting-edge technologies in the industry, and is always able to express his own views on how to optimize the service products for the benefit of the service organizations.

The road is long, and I will seek up and down. The one-day evaluation meeting was successfully completed, and the universal exchange mode of the Kunshan-Shanghai Science and Technology Innovation Vouchers will definitely reach a new height after the meeting.
