On the afternoon of July 3, a conference on the promotion of the Shanghai Science and Technology Innovation Voucher (STI) policy was held in the International Conference Hall of the Shanghai Science Center to promote the construction of workstations for academicians and experts. The conference reached a certain consensus on "promoting the use of science and technology innovation vouchers, reducing the cost of innovation and entrepreneurship, and enhancing innovation capacity".

A total of more than 350 guests from workstation construction enterprises, municipal societies and district CAST. The meeting was hosted by Zhang Wei, Minister of Science and Technology Innovation Service of Shanghai Association for Science and Technology.

2019 marks the 5th anniversary of the construction of the Shanghai Science and Technology Innovation Center, the 10th anniversary of the construction of the Shanghai Academician Workstation, and the first year of the official implementation of the Administrative Measures for the Shanghai Science and Technology Innovation Voucher (Trial).

Focusing on SMEs as innovation agents and helping them to fully enjoy the policy dividends, members of the Workstation Steering Office can better utilize their advantageous resources, including guiding and encouraging SMEs to learn and make good use of the innovation voucher policy.

President Li mentioned that the Science and Technology Innovation Voucher is a major initiative to deepen the reform of the science and technology management system; a major initiative to promote mass entrepreneurship and innovation; and a major initiative to enhance the soft power of science and technology in small and medium-sized enterprises.

Wang Jing, deputy director of the Planning Division of the Shanghai Science and Technology Commission, used these three points to outline the whole idea of formulating the innovation voucher policy.

Director Wang then elaborated on the meaning of "openness", "stability" and "control": "openness" refers to enterprise-focused policy design; "stability" refers to system-led and transparent processes; and "control" refers to punishing fraudulent activities.
