The Eastern National Technology Transfer Center and the Dalian Branch Center will develop, cultivate and share resources in a collaborative manner. Promote the construction of industrial incubation platforms such as creative spaces, incubators and accelerators, and strengthen collaboration with university institutes, enterprises and investment and financing institutions. It is also exploring new and innovative modes of technology transfer and transformation, exploring financial formats that meet the needs of the transformation of scientific and technological achievements, integrating relevant resources at home and abroad, and providing comprehensive services for the "going out" of domestic achievements and the transformation of foreign technologies.

At the conference, leaders of the Shanghai Science and Technology Commission said that they will increase support for the National Technology Transfer Eastern Center and Dalian Branch Center, accelerate the science and technology docking between Shanghai and Dalian, build a normalized introduction of Shanghai's outstanding science and technology projects and service institutions in Dalian, and jointly promote the in-depth development of technology transfer.
