The Third China Innovation Challenge (Shanghai) and the First Yangtze River Delta International Innovation Challenge (Yangtze River Delta) released 500 requirements from three provinces and one city in Shanghai to the world.

On September 26, the 3rd China Innovation Challenge (Shanghai) and the 1st Yangtze River Delta International Innovation Challenge Global Conference on the Innovation Needs of Enterprises was held at the Shanghai Urban Planning Exhibition Hall. Zhang Satellite, Party Secretary of Torch Center of Ministry of Science and Technology, Luo Dajin, Deputy Director of Shanghai Municipal Science and Technology Commission, Chen Hongkai, Director of Innovation Service Department of Shanghai Municipal Science and Technology Commission, Ren Zhihong, Deputy Director of Jiangsu Provincial Science and Technology Department, Chen Longen, Director of Achievement Department of Zhejiang Provincial Science and Technology Department, Wang Derun, Director of Foreign Cooperation Department of Anhui Provincial Science and Technology Department, representatives of relevant consulates in Shanghai, representatives from National Technology Transfer Eastern Center, Jiangsu Provincial Technology Transfer Center, and representatives from the Shanghai Municipal Government. More than 100 representatives of the property rights trading market, Zhejiang Science and Technology Market, Anhui Science and Technology Research and Development Center in three provinces and one city, universities and research institutes, science and technology service agencies, international channels, creative spaces, industrial parks and media attended the conference.

The 3rd China Innovation Challenge (Shanghai) and the 1st Yangtze River Delta International Innovation Challenge is directed by the Torch Center of the Ministry of Science and Technology, co-sponsored by the Shanghai Municipal Science and Technology Commission, Jiangsu Provincial Department of Science and Technology, Zhejiang Provincial Department of Science and Technology, Anhui Provincial Department of Science and Technology, and invited by the Minhang District People's Government of Shanghai to host the 3rd China Innovation Challenge. "The model is a brand new attempt to combine with the Yangtze River Delta's science and technology innovation and collaboration, aiming to build a platform for openly proposing and solving needs, promote open innovation and cooperation among enterprises, industry, universities and research institutes, develop professional science and technology services, and promote regional innovation capacity and industrial transformation and upgrading. Since the launch of the competition in April, the Shanghai Municipal Science and Technology Commission, together with the science and technology departments of three provinces, has formulated policies to launch the competition and actively carried out publicity, training and enterprise visits. Shanghai has widely mobilized districts, industrial zones, parks and incubators to explore the innovation needs of enterprises, and organized 8 "Innovation Challenge Special Training Sessions" with the participation of 400 people from nearly 300 enterprises. Through the "carpet-type" enterprise demand research and excavation, we have visited more than ten large enterprises, such as Dongfulong, Kallang Songzhi, Gimei Technology, and Xiaochuan Information Technology, and further explored the market-oriented and enterprise-led technology innovation mode.

The conference selected 500 quality requirements for the global open call for solutions. Among them, 130 are from Shanghai, 100 from Zhejiang, 125 from Jiangsu and 145 from Anhui. In November, each province and city will carry out on-site competitions according to their own characteristics, giving full play to the characteristics of each province and city to strengthen the docking of industry-specific technical requirements.

       The 3rd China Innovation Challenge (Shanghai) and the 1st Yangtze River Delta International Innovation Challenge, as an important platform for collaborative innovation development built by three provinces and one city, will further promote the normal communication, open innovation, international channel connection, professional services and synergistic linkage of science and technology innovation and transformation in the Yangtze River Delta.

       Normalized communication-The Yangtze River Delta Joint Meeting serves as a regular communication process to clarify the tasks and roles played by each province and municipality, and to establish a Yangtze River Delta innovation and cooperation mechanism for information sharing. In early August, Shanghai and Jiangsu jointly released the first batch of 150 requirements (100 in Shanghai and 50 in Jiangsu) in areas such as electronics and information, biomedicine, advanced manufacturing and automation, new materials, resources and environment.
       Open innovation -Baowu Group held a special competition for large enterprises, Gree Electric, BMW and other large domestic and foreign enterprises participated in the industry competition and released their technical requirements; small and medium enterprises actively participated in solving the requirements, and among the first batch of requirements released in Minhang District, the ratio of small and medium enterprises to universities and institutes participating in submitting solutions was 3:1.
       International connections -The sharing of nearly 30 international technology transfer channels and international creative spaces currently deployed in Shanghai to the Yangtze River Delta will serve as a "link" to precisely match and match overseas technology resources and attract high-quality overseas achievements to land in the Yangtze River Delta. The needs of enterprises in the coastal countries are dovetailed with the scientific and technological innovation and industrial resources of the Yangtze River Delta.
       Specialized services -Focusing on cutting-edge and hot industry sectors, we will continue to explore new points of growth and innovation for the industry and provide a platform for the release of professional demands. Shanghai will hold special sessions on clean technology, AI, smart medical care, new materials and blockchain; Jiangsu will hold special sessions on new energy and energy conservation, electronic information and new materials; Zhejiang will hold special sessions on blockchain; and Anhui will hold special sessions on health, information, environment and agriculture, so as to continuously explore new growth points and innovation points for the industry.
       Synergized linkage -Take the Challenge as an opportunity to explore the synergy of the four national demonstration zones for the transfer of scientific and technological achievements, explore the synergy of the four technology markets of Shanghai International Technology Exchange Market, Zhejiang Science and Technology Market, Jiangsu Technology Property Rights Exchange Market and Anhui Science and Technology Achievement Transformation Service Center, and explore the common exchange mechanism of technology innovation vouchers in the field of technology transfer services in the Yangtze River Delta in Kunshan, Jiangsu Province and Deqing, Zhejiang Province for the Yangtze River Delta. Valuable practical experience has been accumulated in the open sharing of science and technology innovation and transformation service resources, integration of technology transfer services, policy coordination and transaction standardization.
