Yangtze River Delta to explore "universal exchange" of innovation vouchers to open the door to technology transfer

SHANGHAI, Jan. 29 (Xinhua) - The 2018 First Shanghai Technology Transfer Service Provider Development Forum, guided by the Shanghai Science and Technology Commission and hosted by the National Technology Transfer Eastern Center, was held in Shanghai on Jan. 29. How the Yangtze River Delta can join hands to use innovation vouchers and open the door to technology transfer and transformation is hotly debated.

Innovation vouchers are mainly used to reduce the R&D costs of MSMEs and stimulate their innovation vitality, and countries such as the Netherlands, Belgium and Canada have successively introduced technology and innovation vouchers.

The Shanghai Innovation Voucher for Science and Technology Intermediation Services came into effect in 2016, and the National Technology Transfer East Center, as the policy operator, has completed the process and product design of the Innovation Voucher after two years of policy pilot operation under the guidance of the Shanghai Municipal Science and Technology Commission, with the aim of making the Innovation Voucher a technology transfer guidance policy with exemplary effect in the Yangtze River Delta and the whole country.

Yan Mingfeng, CEO of the National Technology Transfer Eastern Center, said in an interview on the same day that the current Yangtze River Delta's support for innovation vouchers in the field, standards and scope are different. In his view, it is necessary to realize the "universal exchange" of innovation vouchers in steps, "unified name, unified standard and unified fund settlement, which should be implemented in stages." He also suggested setting up three large clearing centers in Shanghai, Zhejiang and Jiangsu to speed up the universal exchange of innovation vouchers in the Yangtze River Delta.

Wan Fenqi, director of the Science and Technology Bureau of Taicang City, Jiangsu Province, told reporters that Taicang's science and technology service resources are relatively limited, and he hopes to build a bridge between Taicang enterprises and Shanghai's high-quality science and technology service institutions through the National Technology Transfer Eastern Center.

She believes that a more open mind is needed to achieve the flow of resources in the science and technology service industry, "If the innovation voucher can be commonly exchanged in the Yangtze River Delta, in the future, Taicang enterprises will be able to enjoy Shanghai's science and technology resources, we (Taicang Science and Technology Bureau) can come up with some resources, subsidies, together with the Shanghai Science and Technology Commission, to fund quality science and technology service organizations. "

At the forum that day, representatives of the three supply and demand signed service agreements to further deepen cooperation and accelerate the transformation of technology transfer results. Chen Hongkai, Director of Innovation Service Division of Shanghai Science and Technology Commission (SSTC), pointed out in his keynote report that SSTC will focus on enterprise innovation, promote the construction of the service system and ecology of result transformation with professional service chain and precise policy chain, and will strengthen its work on talents and enterprise soft services.
