Policy conditions
From October 26, 2016 to the present, the district-managed enterprises and institutions, new social organizations in the region and new social strata of outstanding talents who have received commendations, honors and titles at the municipal level or above. It mainly includes: in the field of scientific research, rewarding talents who have won the second prize of the Science and Technology Award, the second prize of the Technical Invention Award and the second prize of the Science and Technology Progress Award at the municipal level or above; in the field of production and manufacturing, rewarding talents who have developed and promoted the application of new technologies, new products and new processes, and received commendations at the municipal level or above.
Those who have won awards for their works, projects, or programs must be the first or main authors.
Awards must be given by a municipal or above state government agency. Second-class awards and above awarded by authoritative industry associations and organizations at the national level may also be shortlisted for selection. Prizes awarded by municipal industry associations, organizations and other private institutions will not normally be included in the scope of awards.
Award amount
The amount of the award is $10,000 and is generally not duplicative of the awards given to outstanding talent for the same cause by the District and its commissions and offices.

2、Related supporting materials (copies of award certificates and honor certificates that show time)
Procedure
1. A declaration form to be completed by the person to be rewarded.
2. Signed by the unit.
3, written materials in triplicate to Yangpu District Science and Technology Committee, the District Science and Technology Committee summary of a unified report to the office of the leading group of district talent work.
4. The office of the district talent work leading group will work with the competent departments of each system to approve the list of outstanding talent awards.
5. The approved list will be displayed on the Yangpu Industrial Development Public Service Platform for at least five days.
6、Centralized distribution to the rewardee's personal bank account.
