On November 2, 2016, the "TOP Training Course for Cultivating Technology Transfer Talents" hosted by the National Technology Transfer Talent Cultivation Base (Eastern Center) and undertaken by Shanghai Haohong Enterprise Management Consulting Co. started its first class in Building 1, No. 335 Guoding Road. The training mainly focused on theoretical knowledge and the teaching time was from November 2 to November 7, 2016.

In 2016, under the joint guidance and support of the Torch Center of the Ministry of Science and Technology and the Shanghai Municipal Science and Technology Commission, the "National Technology Transfer Eastern Center" undertook the construction and operation of the "National Technology Transfer Talent Cultivation Base". In May 2016, the State Council issued the Action Plan for the Transformation of Scientific and Technological Achievements, which clearly stated the strategic goal of cultivating 10,000 talents in the technology transfer industry, and the base has now launched the "Top Plan for Cultivating Technology Transfer Talents", representing the "Tech-transfer ", "Operation", and "Professional", divides the cultivation of technology transfer personnel into three levels, and strives to cultivate a group of technology brokers with strong practical skills in order to Accelerate the commercialization and industrialization of new and high-tech technologies to drive the domestic economy.

In the next three years, the base will adopt the mode of "theory + practical training" to cultivate technology brokers according to the "Top Plan for Cultivating Technology Transfer Talents". At the same time, the base will be connected with the knowledge resources of Shanghai library to create lifelong learning environment, and through the integration of experts, supply and demand information, professional organizations, government policies, industrial funds, etc., to build a support service platform for practitioners, solve the problems of technology transfer talents, promote employment or entrepreneurship of trainees, and attract excellent trainees to enter the technology transfer industry.
