Introduction to the National Training Base for Technology Transfer

I. Background to the construction of the base

In January 2016, under the guidance and support of the Torch Center of the Ministry of Science and Technology and the Science and Technology Commission of Shanghai, the East National Technology Transfer Center undertook the construction and operation of the "National Technology Transfer Talent Training Base".

 

II. Objectives of the Base

The construction objectives of the base are based on the training of domestic technology transfer talents and the development experience of foreign technology transfer talents.

1. Cultivate a group of high-end technology transfer talents with strong theoretical foundations and practical operational capabilities, support and promote the transformation and development of a number of technology transfer institutions, and promote the transfer and transformation of scientific and technological achievements.

2. Gather a group of domestic and foreign technology transfer industry experts to build an excellent technology transfer faculty to lead the development of China's technology transfer industry.

3. Summarize and learn from domestic and foreign experience in the development of technology transfer talents, absorb domestic and foreign high-quality resources, and carry out the construction of the curriculum system and talent management system from the perspective of recruitment, training, professionalization and practitioner support of technology transfer talents, so as to form a multi-level ecological system for the development of technology transfer talents.

4、Explore and design career development channels for technology transfer, maintain close communication with human security and other departments, and promote the construction of a professional system for technology transfer talents.

 

III. Base building plan (2016-2018)

The base is committed to working with technology transfer personnel training institutions to develop professional, professional and international technology transfer personnel training adapted to China's national conditions, and is responsible for research on personnel training methods and methods, management of institutions, trainees and teachers, and the construction of a lifelong learning platform for technology transfer and a support service platform for practitioners.

1、Research work on human resources training

The base divides the cultivation of technology transfer personnel into three levels, namely "TOP Program" for cultivating technology transfer personnel (TOP="Tech-transfer", "Operation"). ", "Professional"). For details, see the following table.

(2) Talent training mode: theory + practical training

Professional service organization is entrusted to develop and train the theoretical courses with international characteristics around the three levels of TOP program and design the courses according to the ability background and foundation of the students.

  • Hands-on training

The company entrusts professional service organizations to carry out practical operation training of technology brokerage business in the form of internship and real-life simulation around the three training levels of "TOP Program" to cultivate professional, professional and international technology transfer talents with strong practical ability.

2. Development of training

The base will gradually select a number of technology transfer personnel training institutions, and based on the personnel training mode of "theory + practical training", and according to the three personnel training levels of "TOP Plan", the base will take "national technology transfer personnel training" as the basis. Curriculum development, recruitment and training are carried out in the form of "base" sponsorship and institutional support.

3. Construction of a lifelong learning platform for technology transfer

It grafted the knowledge resources of the Shanghai Library, integrated the information and books related to the technology transfer industry, built a technology transfer library, provided corresponding information support during the study period and post-completion service period, instilled the concept of lifelong learning in the students, provided an environment and conditions for independent learning, and helped technology transfer talents keep pace with the development of science and technology and business.

4. Construction of the practitioner support service platform

(1) Exploration and Promotion of Technology Transfer Vocationalization

Design vocational qualification pathways and operation methods for technology transfer personnel, and explore integration into the professionalization system of the human security sector. At the same time, it is exploring career development pathways and promotional programmes for technology transfer personnel to attract potential trainees who are exploring or interested in joining the technology transfer business.

(2) Policy Support

Under the support and guidance of the Torch Center of the Ministry of Science and Technology and the Shanghai Science and Technology Commission, and on the basis of the integration of existing resources and policies on technology transfer training and practitioners, a set of policies has been formed for the construction and operation of the "National Technology Transfer Talent Training Base" through research, investigation, analysis and formulation. The system is designed to advance the development of talent.

(3) Building a Technology Transfer Think Tank

Inviting experts from large enterprises, science and technology service organizations, universities and research institutes to join the technology transfer think tank. By establishing an expert mentor system, experts can play an operational role in guiding technology transfer personnel.

(4) Resource flow and sharing

Graft the resources of the National Technology Transfer Eastern Center, design a mechanism for managing and distributing benefits in all aspects of technology transfer business, assist in the establishment of a technology transfer project-based team, and promote the development of technology transfer work. At the same time, it supports research on topics related to the frontier development of the technology transfer industry, as well as the preparation and translation of professional books on technology transfer to activate the experts' industry research capacity. It also promotes the flow and sharing of technology transfer resources by organizing regular brainstorming workshops, domestic and international cooperation and exchange, and resource matching activities.

5. Base management system construction

The base will establish and form a series of management systems and behavioral norms in practice, and carry out ecological management of cooperative institutions, students, teachers and technology transfer practitioners' resources. The organic integration of talent training and service support, and the reasonable collection and analysis of data will provide decision-making for the scientific development of talent training.
