Shanghai will create a "startup first station" this year, relying on Shanghai's six innovation clusters to recruit a group of incubators with industrial clustering characteristics and international service capabilities to build a startup first station - an international innovation and entrepreneurship cooperation base and an international innovation and entrepreneurship cooperation agency. "We will build a fine service chain for pre-incubation of overseas innovation projects, supplemented by specific means and conditions such as a direct channel for overseas innovation and entrepreneurial talents and project resources, support from the HRB's green channel for talents to settle in Shanghai, and online contact and communication platform tools, so as to enhance the service docking and resource allocation efficiency of international science and technology innovation projects landing and incubating in Shanghai and attract outstanding foreign technologies. Resources are located in Shanghai." Zhu Zhenghong, director of the Shanghai Science and Technology Entrepreneurship Center, said.

2016 is the inaugural year of Shanghai's 13th Five-Year Plan for science and technology innovation. Shanghai will guide the construction of incubation carriers for standardized, orderly and sustainable development by formulating the "Shanghai Construction Conditions and Filing Measures for Creative Spaces" to provide precise services for the city's science and technology-based startups, entrepreneurial teams and entrepreneurs. While improving the service capacity, it will also encourage leading enterprises and qualified research institutes in all industries in Shanghai to build creative spaces around key areas, so as to make full use of their respective resource advantages to support and accelerate the transformation and development of the real economy.

In the aspect of science and technology finance, the Center will further improve the "3+X" science and technology credit system and the construction of science and technology financial information service platform, and explore the "small and batch" mode of micro credit to increase the credit increment. In addition, for the public hotly debated "Shanghai angel investment risk compensation management interim measures", the center will speed up research and development of implementation rules, strict control in the review process, to put an end to all kinds of illegal operation "cheat" phenomenon, and steadily promote the implementation of angel investment compensation policy, further optimize and improve the city's angel investment environment.

In terms of technology transfer, the Center will explore a technology transfer mechanism based on resource integration, actively carry out the professional, internationalization and branding construction of the National Technology Transfer Eastern Center, improve and innovate the technology transfer service model, and extensively mobilize and gather technology transfer agencies, technology intermediaries and other service resources to help universities. Scientific research institutes and science and technology enterprises focus on displaying technological achievements and facilitating technology transactions.
