The 2016 government work report also proposed to deepen the reform of the science and technology system, expand the autonomy of research institutes, cut red tape in research management, support the transformation of scientific and technological achievements, and encourage entrepreneurship and innovation among scientific and technological personnel, but did not mention the establishment of a non-administrative management system.

Recommendation.

Establish a de-administrative scientific research management mechanism as soon as possible.

The classification reform of national research units should be accelerated, the use of public participation in the management of scientific research institutions, research laboratories in research units above the research backbone of all the methods and standards of civil servants at the section level and above, not in line with the reality of science and technology management. For example, it is even more difficult to detail travel expenses to a fixed location and personnel, tender details of material costs to powder cartridges and printing paper and thermometers, and temporary employment. The various incentives in the S&T promotion law are difficult to implement, and the various external reviews, audits, and inspections are very tight and repeatedly verified. Within the research unit, the research public car is completely banned, the taxi cannot be reimbursed, the car rental cost is too high, the private car is also restricted for business trips, the project expenses undertaken by the researchers are subjected to administrative type of comprehensive and strict control, the exchange process of courtesy meals and other kinds of expenses are completely inflexible, even if the photos must be photocopied to report. The backbone of scientific research is in the position of not declaring and not wanting to undertake scientific research projects. Most of the scientific and technological achievements of scientific and technological personnel are hung up on the administrative level above the level of science and technology, do not establish a de-administrative scientific research management mechanism, will be in the position of violation of law and discipline, the transformation of scientific and technological achievements can not be implemented.

II. Innovation autonomy for scientific and technical personnel

Science and technology personnel undertake the project to sign a mission statement, although it is also a kind of contract text, but the financial management requires strict compliance with the contract text to cancel the account. It is only when we give the chairpersons of scientific and technological projects the right to control people, money and materials, abolish the bidding procedure for materials in the implementation of scientific research and innovation projects, and allow the chairpersons to decide to buy them according to the project design, and the partners or participants of the projects to change flexibly, and cut the red tape in the management of science and technology, that innovation can be realized.

III. Creating a "standard" management system that allows for dialogue and makes room for science, technology and innovation

Innovative products of science and technology must have unique advantages, and these unique advantages are often constrained by the control of "compulsory standards", which seriously hinders the passage of innovative products to the market. It is reasonable for the state to formulate "compulsory standards", but "compulsory standards" are often mixed with many non-functional indicators, and these non-functional indicators which have no real meaning will become obstacles for innovative products to go to the market. Therefore, a dialogue mechanism between innovative products and standard control should be established to leave space for science and technology innovation.
