Premier Li Keqiang presided over an executive meeting of the State Council on Feb. 17 to hear a report on the handling of proposals for the 2015 National People's Congress, gather wisdom to improve public decision-making; determine policy measures to support the transfer of scientific and technological achievements and promote deeper integration of science and technology with the economy.

The meeting pointed out that the recommendations of the NPC deputies and the proposals of the CPPCC members concentrate the wisdom of all walks of life, and are an important way for the Government to understand and absorb public opinion and accept people's supervision. By properly handling the proposals, we can vigorously promote scientific and democratic governance and enhance the Government's credibility. Since the National People's Congress and the Chinese People's Political Consultative Conference last year, departments of the State Council have strengthened their leadership, improved their systems, and taken the lead in handling 8001 recommendations and 4809 proposals, accounting for 97.11 TP1T and 96.51 TP1T of the total respectively; many of the policies issued by the departments have incorporated the views and suggestions of the delegates and members, solving a number of key and difficult problems, and playing an important role in promoting economic development, improving social management and promoting the improvement of people's livelihoods. It has played a positive role. However, there are also a few departments for untimely handling, handle quality is not high. The meeting stressed that this year, all departments should continue to handle the proposals of the National People's Congress and the Chinese People's Political Consultative Conference as the annual focus of grasping firmly and improve the effectiveness of government work. First, strict responsibility, time to finish, so that everything has been settled, everything has a response. The main comrades in charge should listen to regular reports on the handling of the situation, the comrades in charge should personally preside over the handling of important proposals, to ensure that the quality of handling, must not answer the question. Second, to improve the research, visits and other communication and consultation mechanisms, to undertake more recommendations and proposals of the department should be held at least once a year by the representatives of the members of the forum to listen to views. Third, to strengthen the assessment of accountability, repeatedly submitted over the years, not completed in a timely manner the proposals, to be included in the supervision list, to come up with targeted improvement measures. Fourth, we should innovate the workflow, promote online handling and improve the efficiency of handling. Fifth, we should steadily promote the disclosure of handling results in accordance with the law, and accept social supervision.

The meeting held that it is of great significance to accelerate the transfer of scientific and technological achievements, open up the channel for combining science and technology with the economy, and form new productive forces as soon as possible, in order to promote structural reform, especially supply-side structural reform, implement the innovation-driven development strategy, promote mass entrepreneurship and innovation, and improve the quality and efficiency of development. The meeting determined that state-established research and development institutions and institutions of higher learning are encouraged to transfer scientific and technological achievements to enterprises or other organizations through transfer, licensing or investment for a price, and enjoy the following policies to mobilize the enthusiasm of innovation subjects. First, they will decide independently to transfer the scientific and technological achievements they hold, in principle, without the need for approval or filing. Encourage the priority transfer of achievements to small and medium-sized enterprises. Support the establishment of specialized technology transfer agencies. Second, all income from the transfer of results is retained in the unit, mainly for rewarding scientific and technical personnel and carrying out scientific research and fruit transformation. The transfer and transaction prices of scientific and technological achievements should be publicized according to procedures. Third, the net income obtained through transfer or licensing and the proportion of shares or contributions obtained from investment for consideration shall be withdrawn not less than 50% for rewards, and the share of rewards for personnel who make major contributions to R&D and fruit transformation shall not be less than 50% of the total amount of rewards. scientific and technical personnel who carry out activities such as technology development and services in fruit transformation may be rewarded in accordance with the law. On the premise of fulfilling their due diligence obligations, the leaders of the institutions are exempted from the decision-making responsibility in the pricing of scientific and technological achievements resulting from subsequent changes in the value of the transformation. Fourthly, scientific and technical personnel can, in accordance with regulations, complete their own work in the case of enterprises engaged in part-time scientific and technological achievements transformation activities, or retain personnel relations within three years to leave their jobs to start a business to carry out the transformation of achievements. The national science and technology plans and fund projects undertaken by scientific and technical personnel shall not be discontinued in principle during the period of leaving their jobs to start up businesses. Enterprises are encouraged to adopt equity incentives, stock options, project revenue dividends and other ways to motivate scientific and technical personnel to implement the transformation of achievements. Fifth, the transformation of scientific and technological achievements will be included in the performance appraisal of research and development institutions and universities, accelerate the nationwide promotion of the pilot tax preferential policies of the National Independent Innovation Demonstration Zone, and explore and improve fiscal and tax measures to support the transformation of scientific and technological achievements of units and individuals. The role of scientific and technological innovation in supporting and promoting stable growth, structural adjustment and the well-being of the people will be better exerted.
