On November 18, 2015, the inaugural meeting of the Science and Technology Special Committee of the Yangpu District Regionalized Party Building Alliance, led by the Yangpu District Science and Technology Party Working Committee, was held in the Bay Valley Science and Technology Park. District Party Committee Standing Committee, Minister of Organization Department Ni Junan, Deputy Minister of Organization Department Gong Peijuan, Deputy Secretary of the District Social Work Committee Chen Xin attended the meeting, the first 17 members of the Science and Technology Special Committee, the head of the party organizations and the leaders in charge of the regionalized party building alliance branches in each street and town and branches in each industry (professional). The meeting was presided over by Wang Zhijun, Director of the District Science and Technology Committee and Deputy Secretary of the Party Working Committee.

At the meeting, Yan Mingfeng, deputy general manager of the Yangpu Entrepreneurship Center and CEO of the National Technology Transfer East Center, and Ye Songqing, president of the Shanghai Jingwei Design Institute, spoke as the leading units of the Science and Technology Special Committee's Party Building Collaboration Branch of the Science and Technology Achievement Transformation Chain and the Party Building Collaboration Branch of the Small and Medium Design Enterprises, elaborating on their work ideas; Hu Kejun, secretary of the District Science and Technology Party Working Committee, spoke from the perspective of extensive mobilization, in-depth visits, docking, and the development of a new technology. The background and preparatory work for the establishment of the SSTC was presented in four areas.

It is reported that, as an effective form of deepening Yangpu District regional party building alliance, the committee unites universities, research institutes, science and technology parks, science and technology enterprises, science and technology intermediary organizations and other units within the region to jointly build a "joint, co-creating, sharing, win-win" pattern of party building, the first members include secondary colleges of universities. 4, 2 research institutes, 5 science and technology parks, 3 key science and technology enterprises, 1 communication carrier, 1 industry association, plus the regional science and technology party committee, covering the most representative innovation subjects and institutions of the science and technology system. After the establishment of the S&T Special Committee, it will focus on the construction of the important carrying area of the Science and Technology Center, integrate resources from all parties, promote the S&T system to serve the public and society, and promote regional S&T innovation and industrial development.

Mr. Ni Junan, Standing Committee Member of Yangpu District Party Committee and Minister of Organization Department, made an important speech. He said that the establishment of the Science and Technology Committee of Yangpu District Regional Party Building Alliance not only marks the further consolidation of the organizational structure of Yangpu District Regional Party Building Alliance, the further enhancement of the function of resource integration, the further deepening of the regional party building pattern, but also marks the regional "big party building" to lead the development of science and technology, innovation and entrepreneurship services. Work pattern further formed. While fully affirming the Science and Technology Special Committee of the Regionalized Party Building Alliance, Minister Ni put forward two clear requirements for the work after: first, cherish the hard-won results, and seek to promote and share regional development; second, recognize the situation, grasp the opportunity to effectively play the important role of the Science and Technology Special Committee of the Regionalized Party Building Alliance in the construction of Yangpu, an important carrying area of the Shanghai Science and Technology Innovation Center. Minister Ni stressed that the next step of the Science and Technology Committee should make efforts to improve the daily work of the committee mechanism, expand the coverage of the organization and work of the committee, strengthen consultation on people's livelihood and stimulate grassroots innovation and entrepreneurship, adhere to the "with the times, grasp the party building, grasp the party building around the issue, the three districts linkage grasp the party building," and work together to build a solid regionalization of the party building.
