Responding to the trend of RCEP multilateral cooperation and analyzing the development trend of international technology brokerage The practical training course on the development trend of international technology transfer was successfully conducted

On 15 November 2020, China officially signed the Regional Comprehensive Economic Partnership Agreement (RCEP) initiated by ten ASEAN countries and 15 countries from China, Japan, Korea, Australia and New Zealand, marking the official conclusion of the world's largest free trade agreement. To promote the balanced development of members in the region, the RCEP specifically sets out a large agreement on small and medium-sized enterprises (SMEs) and economic and technical cooperation to promote the use of the FTA platform by countries to strengthen support and investment in SMEs and economic and technical cooperation, so that SMEs and developing economies can better share the fruits of the RCEP.

In this context, in response to the urgent demand of the majority of science and technology SMEs to understand RCEP related economic and technical trade rules, as well as the development situation and practical knowledge of international technology transfer, on December 17, 2020, under the guidance of Shanghai Yangpu District Science and Technology Commission, Yangpu Science and Technology Market, together with National Technology Transfer Talent Training Base (Eastern Center) and Shanghai Kecai Vocational Skills Training Co. Ltd. to conduct "Practical Training on the Development Trend of International Technology Brokerage". More than 50 practitioners of science and technology enterprises from Yangpu District participated in the training. This training aims to impart technology transfer expertise through special training and promote the construction of talent team for transferring and transforming scientific and technological achievements in Yangpu District.

Mr. Jiang Yongliang, Chief of Science and Technology Commission of Yangpu District, attended and gave an opening speech, affirming the design of this course and putting forward higher requirements for the knowledge structure iteration of technology transfer talents in Yangpu District.

The special training invited Dr. Yang Wenshuo, Director of the Science and Technology Industry Research Center of Shanghai University Law School, and Dr. Tang Jue Lan, Director of the Economics Teaching and Research Department of the Party School of the Municipal Party Committee, to give lectures. By setting up two modules: the strategic path and case interpretation of international technology transfer from China's perspective, and the negotiation of Regional Comprehensive Economic Partnership Agreement (RCEP) and the interpretation of economic and technical cooperation provisions. Containing course contents such as history and development of RCEP signing, main contents of RCEP agreement, strategic drive of China's participation in international technology transfer, layout of main lines, and analysis of difficult points, the training is carried out to support Yangpu District to build a team of technology transfer professionals with international perspective.

Technology transfer professionals should pay attention to the hot spots and priorities at home and abroad, constantly update their knowledge structure, and look for more opportunities in technology brokerage activities. In the future, the National Center for Technology Transfer East will continue to take advantage of its platform to gather the necessary key hotspot knowledge of technology transfer practitioners in industries and specialties, assist in accelerating the formation of technology transfer professional teams in various regions and industries, and promote the practical implementation of regional technology brokering activities.
