Lu Min, Chief Engineer of Shanghai Science and Technology Commission, and Gu Xianglin, Vice President of Tongji University, conducted the signing ceremony on behalf of both parties. It marked the consensus of top-level cooperation between the Shanghai Science and Technology Commission and Tongji University to form a closed-loop support in cultivation resources, project sources and policy support to optimize and shape a favorable environment for the cultivation and development of talent for technology transfer in Shanghai.

Under the guidance of the Municipal Science and Technology Commission and Tongji University, the National Technology Transfer Talent Cultivation Base (Eastern Center) and the School of Economics and Management of Tongji University have jointly deepened the construction of Shanghai Technology Transfer Institute, the main implementation body of Shanghai's technology transfer talent cultivation. By fully combining the market resource advantages of the National Technology Transfer Eastern Center (a regional-level technology transfer platform deployed by the Ministry of Science and Technology) and the course resource advantages of the School of Economics and Management of Tongji University (a domestic first-class engineering school), the talent development path of selecting, educating, examining, retaining and engaging Shanghai's technology transfer talents is fully covered.

At the meeting, CEO of the National Technology Transfer Eastern Center Zou Shujun reported on the construction of the National Technology Transfer Talent Cultivation Base (Eastern Center) over the past four years, and Shi Qian, Secretary of the Party Committee of the School of Economics and Management of Tongji University, reported on the promotion of academic and non-academic education and training for the cultivation of technology transfer talents. As the cooperation between the two sides deepens, they will focus more on the application and system of technology transfer talent training in the future, and further help the formation of Shanghai's technology transfer talent echelon and deepen the development of Shanghai's technology transfer industry.
