On April 17, 2016, the "Zijin High Level Forum on Building a Global Industrial Science and Technology Innovation Center" was held in Nanjing, Jiangsu Province. The National Technology Transfer Eastern Center was invited to participate in this event.

At the Forum on Intellectual Property Rights for Industrial Innovation and Development, Mr. Xie Jihua, President of National Technology Transfer East Center, was invited to deliver a keynote speech entitled "Let Intellectual Property Rights and Technology Give Wings to 'Dual Innovation'". Xie Jihua said that intellectual property, as the most important intangible asset of innovative enterprises, has huge market value and needs corresponding resources to be allocated optimally. Capital as the most effective and most important kind of resources, through a scientific and reasonable way and technology, intangible assets, combined to produce synergistic effect, in order to play a strong market value and competitive advantage. He cited the example of purely technological ventures, tracking a certain time cycle, it was found that at least 50% companies exited the market, and the vast majority of the remaining 50% companies, especially well-developed ones, underwent more or less transformation in the direction of technology to better adapt to the needs of the market. Xie Jihua further pointed out that technology, especially patents, has attributes such as uniqueness, uniqueness and non-standardization, resulting in poor mobility and difficulty in realizing and disposing of them. Through the combination of industry, academia and research, a series of means and measures such as effective technology transactions, industrial transfer, implementation of transformation, talent introduction and other measures to realize the effective docking of technology and capital, in order to lay a solid foundation for innovation and entrepreneurship and the sustainable development of high-tech enterprises, and provide the impetus for take-off. Mr. Xie's keynote speech was widely recognized by the guests. After the meeting, many high-tech enterprises expressed their hope to find new technologies for enterprise transformation or participate in joint research and development through the platform of National Technology Transfer Eastern Center.

The Ministry of Science and Technology, Intellectual Property Development Research Center of State Intellectual Property Office, Jiangsu Provincial Development and Reform Commission, Jiangsu Provincial Economic and Information Commission, Jiangsu Provincial Science and Technology Department, Jiangsu Provincial Intellectual Property Office, Jiangsu Provincial Productivity Center and other key leaders attended the conference, which was hosted by Zhu Yu, President of Jiangsu Provincial Science and Technology Innovation Association and former Director of Jiangsu Provincial Intellectual Property Office. The conference brought together science and technology entrepreneurs, financial investors, government officials, leaders of universities and research institutes, executives of science and technology service organizations and well-known experts and scholars to bring a broader thinking and vision, impactful speeches and dialogues to the participating enterprises. The forum has three major themes, namely, intellectual property rights to promote industrial innovation and development, new energy entrepreneurship and innovation and green energy-saving environmentally friendly construction and new highway materials.
