In 2020, in order to implement the Law of the People's Republic of China on the Promotion of the Transformation of Scientific and Technological Achievements and some of its provisions, thoroughly implement the National Program for the Construction of Technology Transfer System, strengthen the construction of the national technology transfer personnel training system, and standardize the competence level training of technology transfer practitioners, the Torch Center of the Ministry of Science and Technology, in view of the characteristics of the transfer and transformation of scientific and technological achievements and the development needs of the technology market in China, prepared and issued the National Program for the Construction of the National Technology Transfer System. The outline for training of technology transfer professionals (for trial implementation) is to serve as an important basis for the training of practitioners in science and technology management and technology transfer by science and technology management departments at all levels, national training bases for technology transfer personnel and technology transfer service institutions.

This training is guided by the Outline, and a number of senior experts from university technology transfer centers, technology transfer service agencies and investment institutions were invited to give systematic lectures, as well as practitioners of science and technology services, practitioners of intellectual property rights, law, science and technology consulting and other science and technology service agencies, and practitioners of incubator/technology park enterprise services and technology transfer positions.

The National Training Base for Technology Transfer Talents (Eastern Center) will strongly support the training of technology transfer talents and continuously improve the technology transfer ecosystem by relying on the advantages of the base.

Liao Yuqing introduced the basic situation of Shanghai Technology Transfer Institute. The Academy is a technology transfer talent training platform jointly established by Shanghai Municipal Science and Technology Commission and Tongji University, which is the focus of the second phase of the construction of the National Technology Transfer Talent Training Base (Eastern Center). With the dual channel of academic and non-academic education for technology transfer as the training path, the institute systematically carries out talent cultivation and supporting services in the mode of "training + practical training + combat", and explores the establishment of a professional, multi-level and localized technology transfer talent cultivation system.
