Civil servants "to the sea" innovation to build the city's single largest incubator

In 2001, Xie Jihua gave up his civil servant status "to the sea" to Yangpu Science and Technology Innovation Center, no experience, no other stone to learn from, everything from scratch, he was full of hope for the future. This is the first incubator in Shanghai, which is located close to the university campus.

The effective combination of public welfare and profitability is a daunting task in front of all the "business to business" technology incubators in the country. Under the auspices of Xie Jihua, in 2001, the Shanghai Science and Technology Entrepreneurship Center, in conjunction with Shanghai Fudan Science Park Company Limited, Shanghai Yangpu Science and Technology Investment Development Co.

At the beginning of 2005, Yangpu Hi-Tech Entrepreneurial Service Center and Yangpu Incubation Base for High-Tech Enterprises were restructured and reorganized into Yangpu Hi-Tech Entrepreneurial Center Co. The establishment of the original Pioneer Center was cancelled, and the labor contract system was implemented from the general manager to all the employees. The reorganized company operates in an enterprise mode and has launched a series of service initiatives under the leadership of Xie Jihua.

In early 2007, he also proposed a strategic plan to build an incubator group development path. "Many people think that business incubators are public interest organizations. I think to look at it in two ways, we are a social enterprise, so we will not pass the responsibility of public welfare to others; at the same time we are 'utilitarian', because we are a business and need to self-made." After only four years, by 2005, "Yang Ke Chuang" became the city's largest single incubator, all indicators in the city's top.

Don't want to stand still and keep pushing forward with the team.

Some employees are proud to say that Yankeltron is already the city's No. 1 incubator, something that Shegeworthy doesn't agree with. "Our goal is to be the incubator of excellence. It would be easy for us to be self-satisfied if we define it as 'number one'. Because excellence has different criteria for interpretation at different stages. What we have built is a sustainable incubator and we need an innovative team."

Today, the Yangpu Entrepreneurship Center has grown from an incubation area of 6,000 square meters to operate or manage a campus of nearly 1 million square meters, with total assets increasing from 45 million yuan to nearly 3 billion yuan, making it the largest technology business incubator in Shanghai with the most complete service functions.

In the interview, he made a memorable statement, "If we stop moving forward, we could have laid back on what we had for years, but that's consuming the future, and I want to lead my team forward and bring them hope. It would be irresponsible to hold on to this family business, and there is no way I can watch them grow old and do nothing."

Enduring the pain of surgery alongside the entrepreneurs "pain and pleasure."

When Warburg Pincus went public, Xie Jihua was invited to attend the unveiling ceremony. At that time, Xie Jihua had just finished his surgery, he endured the pain, cleaned up his own wound and went to applaud the first listed company in Yangpu.

With the support of Yangpu District Government, Xie Jihua led the Yangpu Entrepreneurship Center team to establish the first of its kind in China and set up a 20 million RMB "unified loan and repayment" corporate financing service platform to solve the funding difficulties for entrepreneurial enterprises. On this basis, he has set up the first national incubator initiated the establishment of small loans for small and micro-enterprises, venture capital funds, becoming the first national incubator with both investment and lending functions.

After exploration and practice, he has formed a complete enterprise innovation service system of "business nursery + incubator + accelerator", which has been established by the Ministry of Science and Technology as a pilot service system and promoted nationwide. Before the announcement of the national strategy of "mass entrepreneurship and innovation", he forward-lookingly proposed the strategic concept of "Central Innovation Zone" in Yangpu.

As a result of these efforts, the National Technology Transfer Eastern Center was officially settled in November 2014 in the Yangpu Bay Valley, based in Shanghai, facing the Yangtze River Delta and radiating across the country and the world.
