BEIJING, Dec. 19 (Xinhua) -- The State Council has issued the National Strategic Emerging Industry Development Plan for the 13th Five-Year Plan (hereinafter referred to as "the Plan"), which was signed and approved by Premier Li Keqiang.     The Plan points out that strategic emerging industries represent the direction of a new round of scientific and technological revolution and industrial transformation, and are key areas for fostering the development of new kinetic energy and gaining new competitive advantages in the future.We should put strategic and emerging industries in a more prominent position in economic and social development, grasp the major opportunities of the new round of global scientific and technological revolution and industrial transformation, accelerate the deployment of supply-side structural reform, take innovation drive, scale up and lead the upgrading as the core, build a modern industrial system, foster the development of new kinetic energy, push forward reform, improve innovation capacity, deepen international cooperation, and accelerate development and expansion. It will also promote the vigorous development of new technologies, new products, new forms of business and new modes in a wider range of fields, build a manufacturing powerhouse, develop modern service industries, push industries towards the middle and high end, and provide strong support for the building of a moderately prosperous society in all respects.

    The Plan proposes that by 2020, the proportion of value added of strategic emerging industries to GDP will reach 15%.A new generation of information technology, high-end manufacturing, biology, green low-carbon and digital creativity have formed five new pillars with an output value of 10 trillion yuan, and a large number of new growth points for cross-border integration in a wider range of fields, leading to an average of more than 1 million new jobs each year. The industrial structure has been further optimized, the capacity for industrial innovation and competitiveness has been significantly improved, and a new highland for global industrial development has been formed.

The Plan identifies eight development tasks. The first is to promote the development of the information technology industry by leaps and bounds and to expand the new space for the network economy. The second is to promote breakthroughs in the development of high-end equipment and new materials industries, leading to a new leap forward in manufacturing in China. Third, to accelerate the pace of innovative development of the bio-industry and cultivate a new driving force for the bio-economy.
