On September 21, 2015 Shanghai-Dian Science and Technology Achievement Docking and Exchange Activity kicked off in Dali, Yunnan Province, and the Yunnan Branch of the National Technology Transfer Eastern Center was officially inaugurated at the Shanghai-Dian Science and Technology Exchange, and Shou Ziqi, Director of Shanghai Science and Technology Commission, Long Jiang, Director of Yunnan Provincial Science and Technology Department, and Xie Jihua, President of the National Technology Transfer Eastern Center, were all invited to attend the launch ceremony.

The Yunnan Branch Center of the Eastern National Technology Transfer Center is a public innovation service platform jointly built by the Yunnan Provincial Department of Science and Technology and the Eastern National Technology Transfer Center. It selects some industries and establishes science and technology pilot projects in areas with obvious industrial characteristics and advantages, such as the New Dianzhong Industrial Zone, Kunming High-Tech Development Zone, Kunming Economic and Technological Development Zone, and Yuxi National High-Tech Development Zone, so as to help promote regional industrial technology transformation and upgrading through cooperation in technology transfer.

Since 1995, when the Shanghai Municipal Science and Technology Commission and the Yunnan Provincial Science and Technology Commission signed the "Letter of Intent on Bilateral Import and Export Scientific and Technological Cooperation", the two sides have promoted in-depth cooperation through a variety of forms, with increasingly close relations, broadening of fields, and more and more effective cooperation. Over the years, the two sides have jointly supported more than 300 scientific and technological cooperation projects to protect people's livelihood and promote development. The exchange activities, involving energy and environmental protection, agricultural products to increase, biomedicine, electronic information, equipment and machinery, science and technology finance and other six areas. Shanghai Jiao Tong University and Yunnan Dali Erbao Industry Co., Ltd. and a number of Shanghai and Yunnan units and enterprises signed 31 cooperation projects, involving 1.045 billion yuan.On September 18, the Shanghai-Diannian science and technology achievements docking exchange biotherapeutic special session was held in Kunming, 16 units of Shanghai and Yunnan nine tertiary hospitals to carry out the docking work, 15 projects reached the cooperation intention. Among them, the Department of Neurosurgery of Huashan Hospital affiliated to Shanghai Fudan University and the Department of Neurosurgery of the First People's Hospital of Yunnan Province signed a cooperation agreement on the establishment of "Mao Ying Expert Workstation" in Yunnan.

The Eastern National Technology Transfer Center in Yunnan takes science and technology as a breakthrough, takes the China-South Asia Technology Transfer Center and the China-ASEAN Innovation Center, two national outward-oriented open platforms, as an opportunity, relies on the "One Belt, One Road" strategy, and continuously deepens its cooperation with ASEAN and South Asia. Through the cooperation of "importing in and going out", the country has established a science and technology innovation center for South and Southeast Asian countries. At present, the China-South Asia Science and Technology Partnership Program and the three technology transfer sub-centers of China-Pakistan, China-Montenegro and China-Nepal have all been signed successfully, and the collaboration network is becoming more and more perfect, which is conducive to bringing into play the advantages of Shanghai and Yunnan and building a technology transfer service system. The establishment of the Eastern National Technology Transfer Center in Yunnan makes full use of the two cooperation mechanisms of Shanghai-Dunyan cooperation and technology transfer into Yunnan to promote knowledge flow and technology transfer between Shanghai and Yunnan. In the future, both sides plan to increase financial docking, mutual exchanges and training, and jointly build a technology transfer information docking platform, so as to radiate the cooperation of some characteristic regions and industries of the two regions, and strive to explore new modes of East-West docking and regional cooperation.

The establishment of the Yunnan Sub-center of the National Technology Transfer Eastern Center has laid a foundation for further implementing the national innovation-driven development strategy, further strengthening regional cooperation in Shanghai and Yunnan science and technology innovation drive, and vigorously promoting "science and technology into Yunnan", and the Eastern Center is bound to set off a new wave of technology transfer in the southern part of the Colorful Clouds.
