国家技术转移人才培养基地 (东部中心)于2015年12月经科学技术部火炬中心批准成立，由上海市科委指导和支持，是依托国家技术转移东部中心承担技术转移专业人员能力等级培训任务和技术转移学历教育联合培养试点任务的培训机构，是《国家技术转移专业人员能力等级培训大纲》(试行)在上海的指定实施单位。国家技术转移人才培养基地（东部中心）以高质量培养专业化技术转移人才为主线，联动技术要素市场各类资源，构建“育才、聚才、引才、用才”一站式技术转移人才培养平台，基地定位专精型人才孵化器和知识服务商的愿景，针对技术转移服务人才培养“浅表化、碎片化，多理论、少实践”等痛点问题，建立实施“技术转移人才TEAM赋能计划”，对标现代科技商业复合型人才培养体系，为学员提供针对四大硬核痛点的解决方案：交易促成、实践探索、价值交付、行业专精，为全国技术转移人才培养贡献“上海模式”。

Shanghai Technology Transfer Institute (STTI)

On September 24, 2017, the Shanghai Technology Transfer Academy was officially inaugurated at the Pujiang Forum. The Academy combines and relies on the National Eastern Tech-Transfer Center's technology achievement bank, the platform advantage of technology exchange and innovation service alliance, and unites Tongji University as the representative of universities and market quality technology transfer institutions to initiate and organize the implementation.

Through the introduction and learning from the international talent certification system, curriculum development and teaching practice, one-stop service for enrollment and training, we cultivate an international, composite and professional technology transfer talent team, with training directions including cutting-edge technology route research, technology demand analysis, intangible asset value assessment, technology marketing, technology M&A, intellectual property rights operation and other fields, serving the Yangtze River Delta and even the whole country.

非学历教育

国家技术转移人才培养基地（东部中心）近四年内开班70余场，辐射至长三角地区、西南地区等十余个省市，已培训了超过4000名技术转移人才。精选50余名高级师资实施分阶段教学，可提供100余门课程，提供理论教学、案例辅导、实训演练、名企参访、特色社群活动等，依托1个线上平台，线上线下灵活授课，全方位赋能技术转移人才。

学历教育

自2020年至今，根据市科委与同济大学相关合作协议，国家技术转移东部中心与同济大学经济与管理学院开展联合培养技术转移方向硕士研究生工作，培养体系包括由理论模块、特色实训、总结展示和社群建设等模块，课程设计以培养学生技术转移实践能力为导向，通过系统化、专业化、国际化的模式，培养面向未来的技术转移专门人才。目前赋能学员57人。2023年，国家技术转移东部中心与上海交通大学中银科技金融学院签署战略合作框架协议，双方进行全方位合作，实施技术转移方向MTT学生培养。目前赋能学员109人。同时，国家技术转移人才培养基地（东部中心）与华东师范大学、上海大学、上海师范大学等高校相关院系建立产教融合制度机制，依托高校专业及技术转移功能平台深入开展技术转移方向联合培养，目前赋能学员29人。
