In order to fully understand the construction of functional platform for transfer of scientific and technological achievements and the implementation of technology transfer, in the afternoon of May 22, Zhang Quan, director of Municipal Science and Technology Commission, led a group of six people from Innovation Service Division, International Cooperation Division, Base Construction Division, Development Planning Division and Municipal Science and Technology Commission Office to visit the National Center for Technology Transfer East for research. Executive President Yan Mingfeng, Executive Vice President Zou Shujun, Assistant President Lu Jijun, and Chief Technology Officer Li Li received the leaders of the Municipal Science and Technology Commission.

Accompanied by Mr. Xie and other leaders of the East Center, Director Zhang first visited the science and technology enterprises and professional service organizations in different sub-sectors on the East Center service platform, including Huapin Information Technology Co. Ltd. and the leading international technology transfer platform in the environmental protection industry, Yumo Enterprise Management Consulting (Shanghai) Co. Director Zhang Quan listened to the introduction of the representatives of these enterprises and institutions, and discussed their business models with the exhibits.

After that, Director Zhang Quan had a discussion with the Eastern Center. Mr. Xie first gave a detailed report on the progress of the construction of the National Technology Transfer East Center and the Shanghai Technology Exchange, he said that the East Center has explored and boldly practiced an innovative mechanism model in technology transfer services, and by learning from the experience of the United States, Germany and other advanced countries in the field of technology transfer, especially in the service of small and medium-sized enterprise platform and technology trading, the East Center has become a localized and innovative platform. It is conducive to the development of an outcome transformation path that is in line with China's national conditions, and the platform will be built into an international technology transfer and transformation hub that accumulates resources and channels, nurtures talents and institutions, accumulates capital and operates on a market basis. Under this strategic plan, the construction of a functional platform and the restructuring of the Shanghai Technology Exchange are being actively promoted. In the future, the East Center will be a more open platform, so that enterprises, universities, research institutes and service organizations can share its resources and services, making it an international technology transfer and transformation platform for the whole of Shanghai and even the whole country. He also expressed his hope that the work of the East Center would be supported by the Municipal Science and Technology Commission and relevant government leaders. After that, Mr. Yan reported to Director Zhang Quan the main implementation basis and practice direction of the East Center's functional platform based on the results library, service provider cluster as the core, and technology trading platform as the support. Director Zhang Quan listened carefully to the report and affirmed the effectiveness of the East Center's performance and practical exploration.

Chen Hongkai, Director of Innovation Service Department, said that the East Center should become a hub for international technology transfer, introduce more international flows, attract more original technologies, and train and gather talents and professional teams. Mr. Zhang Yi Chong, Deputy Director of Development Planning Department, said that the East Center should focus on building a functional platform and define its core mission, so that the seeds of innovation can take root in the soil of the East Center, which already has the prerequisites of government laws and regulations. Hu Mu, director of the International Cooperation Department, said the East Center should establish an international brand around the national Belt and Road project. On the other hand, Mr. Tan Rui Cong, Director of the Infrastructure Construction Department, hoped that the East Center should speed up the implementation of the overall work of refining the functional platform. Director Zhang Quan said that the most important thing is to improve the institutional mechanism, the design of the system should focus on the center, serve the overall situation, and play the leading role of the government to provide good service support.
