High-value patents are the new driving force for industrial development. After more than 30 years of development since the reform and opening up, the current domestic industry is facing transformation and upgrading, so it needs to adopt high and new technologies, strengthen the innovation ability and enhance the strength of intellectual property rights in order to enhance the core competitiveness of the industry. Looking back at the road of development of China's color TV industry, it is inseparable from innovation and intellectual property rights support. From being an ordinary consumer electronic product at the beginning, color TV has now become a concentrated carrier of high technology in the field of information technology, and of course, a highly concentrated carrier of all kinds of patents. From the traditional technology of audio and video coding and decoding, signal transmission and display, to today's intelligent technology, including computer and Internet-related technology and software, as well as human-computer interaction technology, these constantly developing new technologies contain a lot of important patents. The center's main task is to do common forward-looking technology research and development, form patents for advanced technologies, and build industry patent pools. The goal of the National Engineering Research Center for Digital Television is to establish new television technology standards covering half the world's population, while reversing passivity on patent issues. The implementation of innovation-driven development strategies all bring new opportunities to achieve this goal and provide new paths to meet the challenges of international industry competition. In 2013, the U.S. launched a study on the new generation of digital TV standards and established a new International Organization for Standardization (ATSC). After the efforts in recent years, the National Engineering Research Center for Digital TV (NERC) submitted a "Chinese proposal" to the organization through joint research, and successfully imported five technology modules, accounting for about 30% of the total patent pool, including a series of high-value patents, for Chinese enterprises to "go out". "The foundation was laid. Today, we not only have high-value patents, but also some international standards, and, more importantly, we reap significant economic benefits from licensing our patents.
