Zero transformation of scientific and technological achievements is a waste

  At present, a new round of global scientific and technological revolution and industrial transformation is quietly approaching, the domestic and international industrial landscape is being reshaped at an accelerated pace, and innovation has become the core driving force leading the development of science and technology. In the new round of innovation reform, the ability to transform scientific and technological achievements has become an important means for enterprises to enhance their core competitiveness, strengthen their competitive advantages, dominate the market position and promote industrial globalization.
        With the rapid development of science and technology innovation in China, the small scale of R & D investment, poor expenditure structure, weak incentives for innovation, asymmetric information on results, and untoward institutional mechanisms have become outstanding problems restricting science and technology innovation and the transformation of results in China.
        To lead economic development with scientific and technological innovation and accelerate the transformation of scientific and technological achievements, it is crucial to realize reasonable investment, sufficient incentives, symmetric information, smooth mechanisms, promote the seamless integration of the industrial chain, innovation chain and capital chain, and form a new pattern of innovation in which science and technology are highly integrated with the economy.
        In order to further increase the proportion of funding for basic and applied research, it is first necessary to optimize the structure of research and development expenditure. One important reason for the low number of major theoretical innovations and achievements in China is that the proportion of university funding in the executive branch is low, far below the level of developed countries. In the three aspects of scientific research, pilot maturation and mass production, the ratio of capital investment in developed and middle-developed countries is roughly 1:10:100, while in China it is 1:0.7:100, which is not conducive to the transformation of scientific and technological achievements.
        It is also necessary to further stimulate the innovation vitality of scientific and technical personnel, mobilize their initiative, further improve innovation incentive policies, speed up the implementation of the Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements, encourage enterprises to make use of equity awards, stock options, project income dividends, job bonuses and other means to encourage scientific and technical personnel to carry out scientific and technological innovation and the transformation of achievements, and improve the design of enterprises' human capital property rights.
        In order to promote the development of scientific and technological innovation and break through the bottlenecks in the transformation of scientific and technological achievements, it is also necessary to eradicate the chronic problems of the institutional mechanism for scientific and technological innovation. We also need to further improve the system of talent supply and management, urge localities to formulate and implement the Rules for the Implementation of the Law of the People's Republic of China on the Promotion of the Transformation of Scientific and Technological Achievements, improve the mechanism for training and introducing highly-skilled and sophisticated talents, relax the restrictions on universities and scientific research institutions on part-time scientific and technological personnel engaged in the transformation of scientific and technological achievements and on leaving their jobs to start their own businesses, and change the practice of some universities and scientific research institutes of "emphasizing the importance of scientific and technological innovation". The concept of "output, light transformation"; strengthen the performance evaluation of the transformation of scientific and technological achievements; establish a fault-tolerant and error-correcting mechanism; improve the service system of the scientific and technological market and the services of the creation space; and implement tax, entrepreneurship and investment policies related to innovation and transformation.
