In 2016, Shanghai seized the opportunity to implement the national comprehensive innovation reform experiment to focus on bottlenecks, explore development ideas and deepen institutional mechanism reform. In this issue, we further analyze the 2016 Shanghai Science and Technology Progress Report to jointly explore the process of Shanghai's comprehensive innovation reform experiment and explore new forms of innovative institutional mechanisms to drive the city's innovation vitality.

 

Systematically promoting comprehensive innovation reform and accelerating the construction of science and innovation centers

"The Thirteenth Five-Year Plan explicitly agrees that Shanghai should build a science and technology centre of global influence, which marks the beginning of the implementation phase of Shanghai's systematic promotion of comprehensive innovation reform and the acceleration of the construction of a science and technology centre. Shanghai has seized the opportunity of the national comprehensive innovation reform experiment to form a "three-region linkage" reform and development pattern, namely the Shanghai Pilot Free Trade Zone, the Zhangjiang National Independent Innovation Demonstration Zone and the Comprehensive Innovation Reform Pilot Zone.

Shanghai has launched six pilot initiatives to build a basic wind control system for technology finance, corporate credit and intellectual property service platforms in the park through the establishment of the private Zhangjiang Bank, focusing on the innovative development of technology and finance.At the same time, efforts are being made to build an international innovation and entrepreneurship service platform, such as the Zhangjiang Boston Enterprise Park, which was inaugurated in February 2016 in Boston, USA, where innovation resources and universities are clustered, to gather high-quality resources and promote connectivity between Shanghai and the US in the field of technology transfer.

Optimizing government innovation management and exploring new models of STI services

October of this year.As a member of the Eastern National Technology Transfer Center's innovation service network system, Shanghai Zianyi Network Technology Co., Ltd. and Shanghai R & D Public Service Platform signed a cooperation agreement on the Internet+ Testing, Inspection and Certification Service Platform.It aims to provide a more accurate, more effective and more comprehensive innovation resource data and information platform for enterprises and research staff.

 

Improve policies and regulations and optimize the science, technology and innovation policy system.

In accordance with the strategic plan and demand for the construction of a science and technology innovation center in Shanghai, the Shanghai Regulations on Promoting the Transformation of Scientific and Technological Achievements have been formulated, detailing the investment methods for scientific and technological achievements in universities and research institutes, clarifying the diversified transformation paths, and stimulating the motivation of scientific and technological personnel to transform scientific and technological achievements. At the same time, it has issued a series of supporting documents on the development of innovative talents, science and technology financial innovation, and crowdfunding spaces, forming a "1+9" policy system for science and technology innovation centers, and systematically promoting the construction of science and technology innovation centers.

Promoting the integration of technology and financial innovation

In 2016, Shanghai accelerated science and technology and financial innovation, carried out pilot projects in private banks focusing on serving science and technology innovation, piloting investment and loan linkages, and reforming the market system of equity trust and trading centers, accelerated the close integration of science and technology with finance, explored innovation in science and technology financial services, and guided financial resources to continuously converge on science and technology-based enterprises to create a favorable environment for development.

The report noted that by the end of 2016, Pudong Development Bank, Bank of Shanghai, Agricultural and Commercial Bank of China and Minsheng Bank had set up technology branches dedicated to serving technology enterprises. At the same time, commercial banks are supported to strengthen their professional teams in science and technology finance and increase their credit support for science and technology innovation enterprises.

In addition, Shanghai is promoting the construction of the "3+X" technology credit product system to better provide enterprises with complete life cycle credit services, vigorously developing venture capital investment, and actively guiding social capital into the field of venture capital investment.
