An analysis of the 2016 Shanghai Science and Technology Progress Report from a technology transfer perspective (I)

Chinese people have spent their own Lunar New Year, with the Golden Rooster announcing a grand journey. Recently, the Shanghai Science and Technology Commission released the 2016 Shanghai Science and Technology Progress Report, taking stock of the milestones achieved by Shanghai in 2016 around the construction of science and innovation centers.

The year 2016 is the inaugural year for the full implementation of the 13th Five-Year Plan for science and technology innovation, as well as an important year for Shanghai to build a science and technology innovation center with global influence to deepen and implement in a comprehensive way. Shanghai will accelerate its top-level design and strategic layout, strengthen scientific research, cultivate a sound innovation ecosystem, lead the transformation and upgrading of industrial development, and deepen institutional reform, laying a good foundation for the formation of a basic framework for a science and technology innovation center.

 

Deepen the transformation of scientific and technological achievements and accelerate the development of innovation clusters

In 2016, Shanghai combined its resources and advantages to drive the accelerated development of a number of R&D and conversion functional platforms, as well as distinctive science and technology innovation clusters with Zhangjiang as the core. The report points out that accelerating the layout and construction of functional platforms is a necessary safeguard to respond to the major needs of the country and Shanghai's economic development and to open up the key R&D and transformation links of technological innovation.The National Technology Transfer Eastern Center, as the representative of the service platform for the transformation of scientific and technological achievements, has gathered more than 110 scientific and technological intermediary service institutions, arranged more than 150 domestic and foreign channels, set up branches in Boston, the United States, London, the United Kingdom, Singapore and other places, and gradually formed a technology transfer transaction network that radiates the world.

 

Cross-border integration builds international cooperation, open innovation builds regionally linked development

In 2016, Shanghai opened up an active and innovative cross-border collaboration situation to attract domestic and foreign R&D institutions to locate in Shanghai and facilitate various R&D and innovation institutions' outbound M&A projects in key sectors (biomedicine, integrated circuits, mobile internet, etc.).The Eastern National Technology Transfer Center, for example, has set up overseas science and technology development centers, enterprise parks and incubators with Boston, London and Singapore as its cooperative branches in the global layout, so as to open up convenient channels for the cross-border circulation of scientific and technological achievements.In addition, the report noted that Shanghai has responded to national strategies such as the Belt and Road, supported the establishment of technology transfer centers with countries along the route, deepened the innovation sharing and linkage mechanism in the Yangtze River Delta, and enhanced regional innovation capacity. The 2016 Pujiang Innovation Forum was held to stimulate the exchange of innovative ideas, resulting in a number of China-UK and regional science and technology cooperation projects and enhancing the brand influence of the science and technology innovation exchange and cooperation platform.

 

Policy leadership to escort and continue to optimize innovative institutional mechanisms

In 2016, Shanghai prepared and formed the Shanghai Action Plan for Promoting the Transfer of Scientific and Technological Achievements, and promoted the Shanghai Regulations on Promoting the Transformation of Scientific and Technological Achievements. The government has reduced administrative intervention in enterprises' innovation vitality and lowered the threshold for innovation and entrepreneurship; improved the statutory income distribution system for job inventions, strengthened the implementation of the policy of equity incentives and deferred taxation of equity rewards, and realized the successful transformation of a number of scientific and technological achievements; and brought into play the amplifying role of financial and fiscal policies on scientific and technological innovation, including angel investment, the pilot investment and loan linkage of banks, and technology banks, to guide the creation of a system of innovative investment and financing This will unleash the creative energy and potential of society as a whole.
