At 4:00 p.m. on September 18, Mr. Hou Shuqian, Deputy Director General of Yunnan Provincial Science and Technology Department, and his delegation visited the National Center for Technology Transfer East (NCTETE). The visit mainly focused on the analysis of the development status of technology transfer and the deepening of cooperation and communication.

At the symposium, Director Chen Hongkai first introduced the innovation and entrepreneurship environment in Shanghai, as well as the realistic planning and future prospects of the National Technology Transfer Eastern Center as the hub of technology transfer in East China. He pointed out that the construction of the future technology transfer service platform of the Eastern Center has taken shape, but there is still a long way to go, and the plan is to complete the restructuring of the Shanghai Technology Exchange by the end of the year to gradually achieve the goal of market-oriented technology capitalization.

After that, President Yan gave a detailed introduction of the Eastern Center in terms of strategic positioning, international layout, result transfer status and solutions. He said that the Eastern National Technology Transfer Center is positioned as an integrated fourth-party platform for technology transfer with both software and hardware, and that the Eastern National Technology Transfer Center actively explores the innovation of multi-level business system model in terms of software, constantly improves the results transfer chain, and eliminates the asymmetry of supply and demand information in the technology service platform. In addition, the Eastern Hub will provide a platform for the development of innovation vouchers for science and technology services, and stimulate and optimize the innovation vitality and capacity of the science and technology intermediary services market through policy innovation. Based in Shanghai, it will drive the circulation of resources and elements in the Yangtze River Delta and the "Belt and Road" as well as the development of the regional innovation economy; and make use of the advantageous technological resources in North America, Europe and Southeast Asia to provide a platform for bridging the technology exchange market with capital and international advanced technology. He also pointed out that market-based operation means are necessary for sustainable development of technology transfer and laid a solid foundation for cooperation between domestic and foreign enterprises. He also pointed out that market-based operational tools were a necessary condition for the sustainable development of technology transfer.

Mr. Hou Shuqian, Deputy Director of the Center, discussed with Director Chen and Mr. Yan some common problems in technology transfer, and stressed that there are good opportunities for cooperation between the Eastern National Technology Transfer Center and Yunnan Province. Technical projects, personnel training, resource sharing and other aspects of practical cooperation, the two regional science and technology resource elements of the platform linkage, better for local SMEs, science and technology intermediary service agencies to provide channel resources, project resources, market resources, and strive to build a collaborative platform of open network between the two regions.

During the visit, the Yunnan Provincial Science and Technology Department, its subordinate Science and Technology Bureau of Suzhou and related universities and enterprises also visited the G0 Creative Space on the first floor of the East Center and learned about its establishment significance and five functional areas.
