The "2+N" pattern of technology transfer has emerged, and the first collective appearance of 11 National Regional Centers for Technology Transfer has not only laid a good foundation for the formation of a regular exchange mechanism among the regional centers in the future, but is also playing a big game of "chess".

On May 24, the on-site meeting to promote the work of the National Regional Center for Technology Transfer (NRT) was held in the Upper Bay Valley Technology Park under the guidance of the Torch Center of the Ministry of Science and Technology (MOST), hosted by the Shanghai Science and Technology Commission, and co-hosted by the Shanghai Science and Technology Entrepreneurship Center (STEC) and the National Technology Transfer Eastern Center (NTETEC). More than 40 people from the Torch Center of the Ministry of Science and Technology, science and technology departments (bureaus) of provinces and cities, the Regional Center for National Technology Transfer and experts and entrepreneurs in the industry attended the meeting.

Eleven National Regional Centers for Technology Transfer, including the Northeast National Technology Transfer Center, the National Technology Transfer Straits Center, the National Technology Transfer Sunan Center, the National Technology Transfer Zhengzhou Center and the National Marine Technology Transfer Center, have played a great role in exploring the technology transfer service model and serving the transformation of regional scientific and technological achievements. Against the background of accelerating supply-side structural reform, how to enhance the role of the National Regional Center for Technology Transfer as an innovation factor hub and allocation of scientific and technological resources, facilitate the implementation of the innovation-driven development strategy and create a new pattern of national technology transfer integration has become an urgent question that needs to be answered by the technology transfer industry.

Industry insiders expect, all included in the "2 + N" system of the National Technology Transfer Center, the formation of a unified policy innovation platform, technology transfer policy breakthroughs, mechanism innovation and other aspects of exploration, at the same time, the relevant departments and local governments are also difficult to introduce more detailed "nutritious meals" as soon as possible. "It is also important that the technology transfer industry in the country form a "chessboard".

The meeting was hosted by Guo Junfeng, Director of Technology Market Management Division of Torch Center of Ministry of Science and Technology, Guo Man, Engineer of Torch Center of Ministry of Science and Technology, Lin Xuwei, Secretary General of Shanghai Municipal Science and Technology Commission, Chen Hongkai, Director of Innovation Service Division of Shanghai Municipal Science and Technology Commission, and representatives of regional technology transfer centers attended the meeting. Duan Junhu, Deputy Bureau Researcher of the Torch Center of the Ministry of Science and Technology, mentioned four points in his speech: First, exchange and promote cooperation, promote collaboration. Second, grasp the opportunity, focus on action. Third, bold exploration, bold practice. Fourth, from the overall goal of the country, to build a distinctive, pattern of advantages of the regional center for the support, full coverage of the country, interactive integration of the promotion system. He stressed that the multi-level, multi-system sound technology transfer transactions and work system, radiation from the region to the whole country and even the world to promote the work, which requires coordination and joint efforts of all parties. Guo Junfeng, director of the Torch Center Technology Market Management Division of the Ministry of Science and Technology, pointed out that according to the 13th Five-Year Plan outline, the Ministry of Science and Technology issued an action plan including 26 tasks in the main eight areas, improve the technology market service system, focusing on the innovation of institutional mechanisms to promote supply-side structural reform, improve the efficiency of resource allocation, around the shortcomings of the system of transformation of scientific and technological achievements, and continue to deepen the industry, academia and research to cultivate more professional, market-oriented Technology transfer agencies, drive technology trading markets at all levels, build online and offline intermediary service agencies and network platforms, gather domestic and foreign resources, and create a number of professional talent team. Mr. Xie Jihua, President of the National Technology Transfer Eastern Center, introduced the Eastern Center's exploration and practice in the fields of fourth-party platform, technology service innovation vouchers and DATABANK, and shared his experience and thoughts on the future strategic planning with the two wings of technology exchange, service and technology finance as the core, as well as his rich experience and thoughts in the practice of the development model of business nursery-incubator-accelerator.

The conference coincided with the second anniversary of the establishment of the Shanghai Science and Technology Innovation Center and the first anniversary of the establishment of the Eastern National Technology Transfer Center. In the afternoon of the same day, the Eastern National Technology Transfer Forum was also held at the same time. Under the theme of "Cooperation, Sharing and Win-Win", the Forum aimed to gather the collective wisdom of the government, regional centers, enterprises, universities and other parties, and collect valuable experience in improving the technology transfer mechanism and promoting the capitalization and industrialization of scientific and technological achievements, so as to provide reference for the implementation of innovation-driven development strategies. The forum was hosted by Zhu Zhenghong, Director of Shanghai Science and Technology Entrepreneurship Center, and Lin Xuwei, Secretary General of Shanghai Science and Technology Commission, delivered an opening speech on behalf of the organizers. Lin Xuwei expressed his hope that the forum could better promote communication and collaboration among regional technology transfer platforms, establish open sharing of regional cooperation resources, strengthen the links between regional technology transfer centers, and jointly discuss and summarize the replicable and scalable experience models in technology transfer, so as to provide a good example and leadership. Mr. He Wanpeng, Director of Shanghai Foreshore Emerging Industries Research Center, Mr. Xu Rong, Founder of Yumo Management Consulting (Shanghai) Co., Ltd. and Mr. Tao Hongzhi, Vice President of Shanghai Jiao Tong University Institute of Advanced Industrial Technology, spoke on "Leading Technology Transactions, Boosting Global Innovation" and "Exploration and Practice of International Cleantech Transfer" respectively. "The two sub-forums were "Technology Transfer and Transaction" and "Technology Transfer and Service" respectively. ". The former is a fascinating exchange of ideas on how technology trading can help promote the construction of global science and innovation centers through open collaboration, rule design, and financial and capitalization innovation. The latter focused on the future development model of technology transfer service providers themselves and their mutual cooperation mechanisms.

The restructuring of the Shanghai Technology Exchange (STX) marks a milestone in the second anniversary of Shanghai's establishment of the Science and Innovation Center. At the launching ceremony of the new journey, Researcher Duan Junhu and Secretary General Lin Xuwei jointly pressed the button to launch the restructuring. It is understood that Shanghai Technology Exchange (STSE) has been established for 23 years and has been playing the role of a bridge and link between scientific research and production. The restructuring of Shanghai Technology Exchange from an institution to an enterprise will establish a "market-oriented and innovative institutional mechanism" and become a professional, market-oriented and international technology trading institution. The restructured Shanghai Technology Exchange will make every effort to build a service platform for the efficient interface between technology and capital, and inject new vitality and vitality into the transfer and transformation of technological achievements and the industrialization of scientific and technological achievements by means of diversified technology trading models such as technology financial products, technology crowdfunding and technology securitization, so as to realize a closer integration between science and technology and the economy.

The meeting also issued an initiative for the China Technology Transfer Alliance. The Eastern National Technology Transfer Center (ENTTC) took the lead in advocating the establishment of the China Technology Transfer Alliance, with the aim of gathering the strength and resources of regional technology transfer centers to better undertake the historical mission of the National Regional Center for Technology Transfer in promoting independent innovation and structural adjustment of productivity. The alliance will lead the country in realizing a diversified, large-scale and cross-regional technology transfer pattern, and provide strong support for accelerating the formation of an enterprise-based technology innovation system.

The meeting was also the first collective appearance of 11 National Regional Centers for Technology Transfer, laying a good foundation for the formation of a regular exchange mechanism among the regional centers in the future. It has been more than 30 years since the establishment of the technology transfer system in the early days of reform and opening up, and now it has entered into a new historical journey, with a grand picture of the construction of the technology transfer system unfolding before the eyes of the world, and it is believed that the future will explode with immeasurable energy.
