On May 15, the Symposium on Innovation and Entrepreneurship Incubation Services of Shanghai Science and Technology Innovation Voucher (hereinafter referred to as "Innovation Voucher"), organized by the National Technology Transfer Eastern Center and Shanghai Technology Market Association, was successfully held at the Science and Technology Hall, aiming to exchange and explore new models and new approaches for innovation and entrepreneurship carriers to provide innovation and entrepreneurship incubation services on the Innovation Voucher platform. Methods. Responsible persons from 16 innovation and entrepreneurship carriers, including Yangpu Entrepreneurship Center, Pudong Software Park Incubator, Wusongkou Entrepreneurship Park, Zhangjiang Medicine Valley, Chuangji Temple Creative Space, Chuangpai Investment, Qidian Incubator and Diffinity Hall, participated in the seminar.

Li Li, Vice President of the National Center for Technology Transfer East (NCTETE) and a representative of one of Shanghai's STI voucher management centers, said that the implementation of the Shanghai STI Voucher Administrative Measures (Trial Implementation) has played a positive role in stimulating the demand for innovation from technology-based SMEs and entrepreneurial teams, promoting the transfer of technological achievements and fostering the professional capacity of service providers. In February this year, the Shanghai Municipal Science and Technology Commission (SSTC) issued a set of "16 Measures", which include increasing the amount of innovation vouchers, expanding the scope of innovation vouchers, speeding up the voucher review process, shortening the approval cycle, etc., to fully support technology enterprises in fighting epidemics and stabilizing development. Among them, the expansion of the scope of application of the innovation vouchers mainly targets the services provided by various innovation and entrepreneurship carriers. Vice President Li Li expressed her hope that the seminar would achieve two objectives: 1) to combine the actual needs of enterprises in the Park with the services provided by the Park, to combine the services provided by the Park with the content of the innovation voucher support, and to combine the enhancement of professional services with the policy support of the innovation voucher; 2) to discuss how to provide new models and new methods of professional services for science and technology enterprises that can be applied and promoted. Shen Yuan, Director of the Innovation Voucher Operation Department of the East Center, then gave a brief presentation on the new changes in the Innovation Voucher innovation and business incubation services and the Innovation Voucher policy in 2020.
During the seminar, Mr. Zhou Wei, Founder of InnoDome Creative Space, and Ms. Ma Xiaoyan, Marketing Director of Chuangpai Capital, shared their views on "How Innovation Vouchers Support Overseas Teams to Settle in Shanghai and the Exploration of Shanghai's Small and Medium Science and Technology Innovation Enterprises to Go Overseas" and "The Needs and Problems of Using Innovation Voucher Services for Startups and Venture Teams" respectively. In addition, the representatives of the 16 venture carriers who participated in the seminar made speeches on the relevant topics of the seminar and discussed the innovation voucher service products that the carriers could provide, based on the actual situation in their respective parks.
The seminar has provided ideas and directions for the design of the service products of the innovation voucher incubation service sector. It is believed that with the joint efforts of the National Technology Transfer East Center and various innovation and entrepreneurship carriers, the innovation vouchers will further play an active role in accelerating the transfer and transformation of technological achievements, reducing the cost of innovation and entrepreneurship, and creating a favorable environment for innovation and entrepreneurship.
