The second term of the Board of Directors of the Shanghai Technology Market Association (the Market Association) runs from April 2015 to the end of April 2020. A new term is required in accordance with the relevant work guidelines of the SHMA and the Association's Constitution.
From the submission of the election program to the registration management and industry authorities, the establishment of the preparatory group for the general election, the completion of the financial and legal representatives to leave the audit, the drafting of the general election documents, the association job search recommendations, visits to brew a preliminary list, to hold the second eight council voted to adopt, the candidate list publicity, etc., it took more than half a year to complete the preparatory work before the general meeting.
On the afternoon of June 29th, 2020, the first general meeting, the first board of directors and the board of supervisors of Shanghai Technical Market Association were successfully held in Shanghai Jiemao Building with the support of Municipal Civil Affairs Bureau, Municipal Science and Technology Commission and Municipal Technical Market Office. This meeting should be attended by 107 member representatives, of which 103 were actually present, which is in line with the meeting regulations. Mr. Liu Wenbo, Researcher of Innovation Service Department of Shanghai Science and Technology Commission, Mr. Xu Guofang, Deputy Director of Shanghai Civil Affairs Bureau, Mr. Zhou Jing, Secretary of Party Branch and Deputy Director of Shanghai Technology Market Management Office, and other leaders attended the meeting and Mr. Yan Mingfeng, President of Market Association, presided over the meeting.

The conference started with the solemn national anthem and was divided into four sessions. Prior to the start of the conference, Xu Guofang, Deputy Director of the Shanghai Civil Affairs Bureau's Association Management Division, and Liu Wenbo, Researcher of the Shanghai Municipal Science and Technology Commission's Innovation Service Division, addressed the conference.
The two leaders congratulated on the smooth convening of the general meeting of the market association and affirmed the work of the market association in the past. Researcher Liu Wenbo emphasized the importance of the technology market as an innovation factor, the factors need to flow, and only in the flow can the role of the factors be brought into play. Director Xu Guofang, on the other hand, put forward three major positioning requirements for the market association: service to the state, society, industry, members; service to the construction of the Party task; service to the transformation of government functions.

Phase I: The first general meeting of the third session.
The General Assembly heard the report of the Secretariat on the work of the Market Association on the re-election; adopted the report of the President on the work of the Second Council, the report of the Supervisory Representative on the work of the Second Board of Supervisors, the report of the Secretariat on the audit of the second financial income and expenditure, the representative of the Vice-President on the revision of the Association's constitution, the report of the Secretariat on the payment of dues, the President on the change of office space, the President's Explanations on the change of legal representatives, the Secretariat's explanation on the change of the President's unit, and the method of election of directors and supervisors and the list of scrutineers.

Next, the General Assembly conducted an orderly voting process, resulting in a total of 25 new council members and 3 new supervisors (the list is attached), which gave a warm applause. Afterwards, the meeting was adjourned for 40 minutes for members to listen to the training on "Policy Interpretation of Science and Technology Innovation Vouchers", and the newly elected directors and supervisors moved to the second session.
Phase II: Convening of the first Council of the third session
At the first meeting of the third session of the Board of Directors, the representatives of the Board of Directors held full consultations and exchanges, elected the president, executive vice president and corporate representative and vice president of the third session of the Board of Directors, and appointed a new secretary-general (the list is attached).
Phase III: Convening the first meeting of the third session of the Supervisory Board

Phase IV: Continuation of the first general meeting of the third session
After the moderator announced the list of newly elected president, executive vice president, vice president, chairman of the Board of Supervisors and secretary-general to the General Assembly, President-elect Yan Mingfeng gave his inaugural speech. President Yan proposed that in the opinion of the State Council on building a more complete market-based allocation mechanism of factors, accelerating the development of technology factor market is an important part of scientific and technological innovation. The market association will focus on technical factors, fully integrate the resources of the directors and members, serve the members of the association as the starting point, create a collaborative mechanism, implement the technical market industry standards, improve the allocation of science and technology innovation resources, cultivate and develop technical service market institutions and talents, and explore the collaboration points of international science and technology innovation.
Finally, the first general meeting and the first board of directors and supervisory board of the Shanghai Technology Market Association completed all the established agendas with the joint efforts of all members and closed successfully!
