On June 23, 2020, the signing ceremony of the global IP transformation and trading platform and the press conference of "New Era, Partnering to Create, Wenchuang, Experience the Future" was held at 1162 Waima Road, Huangpu District. Leaders from APAX Group, Lingang New Area Administration Committee of Pilot Free Trade Zone, Shanghai Science and Technology Entrepreneurship Center, Shanghai Newspaper Group, Shanghai Xinhua Publishing Group, and Eastern National Technology Transfer Center attended the ceremony and delivered speeches.

Since the official opening and launch of the Global Cross-Border Technology Trade Center & Offshore Incubation Base and the Shanghainese Smart Media Technology Transfer Incubation Base jointly built by the National Technology Transfer Eastern Center, Shanghai Newspaper Group, Shanghai Lingang Group and Shanghai Technology Exchange on December 24, 2019, the National Technology Transfer Eastern Center has further accelerated the implementation of the construction of an industrial platform related to smart media technology transfer and project incubation.

After nearly six months of preparation and promotion, the conversion and trading platform based on global IP jointly built by the National Technology Transfer Eastern Center, Shanghai Xinhua Publishing Group, Shanghai Lingang Science and Technology Entrepreneurship Center and APAX Group was officially signed and landed. The platform will be one of the important sub-platforms of the global cross-border technology trade center and offshore incubation base, dedicated to the integration of IP trading, cultural and creative, science and technology and intellectual media, cultivating and building "science and technology + cultural and creative" project incubation industry.
Subsequently, the platform will be based on the high positioning of the global cultural and creative industry market, take advantage of the openness of the new Lingang District and its advantages in systems, resources and policies, use new technologies such as blockchain, 5G and cloud computing, research and develop innovative content such as the cultural IP trading innovation index, adhere to market-oriented operation, concentrate various elements of global cultural IP resources to Shanghai, play Shanghai's leading role and Lingang hub function, and form a Based in Shanghai, radiating the Yangtze River Delta, connecting with the international IP innovation ecosystem with global influence, and contributing to the construction of the four brands in Shanghai and the integration of the Yangtze River Delta.
